Mr. Jim Lancaster
Woolsey Oil, Inc. 2
10/15/01
5. Please add a column of analytical method reporting limits for each laboratory test method in Table'?
of the Quality Control/Quality Assurance Plan.
6. We have compared the Work Plan Table 2 (monitoring wells) and Table 4 soil and groundwater
(DB 1) analytical results (Results) from the soil and ground sampling in DB 1, to the Site Safety Plan
(SSP), Job Hazards Analysis and Summary table. There are several discrepancies between the three
tables, resulting in lower concentration values in the SSP table. MtBE reported in Table 4 is missing
from the SSP table. Please review the Results data, and update the SSP table.
7. The SSP check -off boa for Under-round/Overhead Utilities does not call attention to the overhead
high voltage wires shown on Figure 2, less than twenty feet from the proposed deep monitoring well.
Please add this hazard here to the SSP and to the physical hazards on page 13 of the SSP. We cannot
stress how important that everyone onsite, including the drillers, be aware of this hazard, and know the
distance required to safely operate and work around the drill rig.
8. In your response to the Board's comment requesting the use of color using the Munsell Soil Chart
designation for color of the soil in the borings logs, you stated that the method is impractical. The Bo,:, -1
disagrees with GZA on the value of using a recognized professional standard for color (Munsell Soil
Chart) versus a simple color description chosen onsite by field personnel, which might be interpreted
differently by others reading the drilling logs. Note that the Board also uses ASTM D 2488-90, also
called the Unified Soil Classification System, to classify soils by grain size and percent fines. Thank you
for providing another copy of the ASTM method.
The Work Plan is hereby approved, contingent upon you supplying to the Board the information
requested in Comments 1 and 2 prior to initiating field work. Also, please notify the Board at least 7
days in advance of the fieldwork.
Please ensure that future reports address the applicable comments above. By 1 January 2002, provide a
detailed investigation report, prepared in general accordance with Attachment A (Items To Be Included
In A Site Assessment Report), which includes, at a minimum,
a. results of the groundwater investigation for petroleum hydrocarbons and volatile organic
compounds, including MW installation and sampling, and
b. a discussion of the site conceptual model.
If you have any questions, you may contact me at (916) 255-3050.
J,A)MES L.L.
