Two 15,000 gallon UST were <br /> installed in the excavation vacated by the former UST. San Joaquin County Public <br /> Health Services, Environmental Health Division (PHS/EHD) staff noted on January <br /> 15, 1999 that the site had ceased operation as a gasoline station without notification to <br /> PHS/EHD or a closure plan. A closure plan was subsequently mailed to PHS/EHD. <br /> The plan failed to provide all the required information and was conditionally <br /> approved, but is scheduled to expire on August 8, 1999. PHS/EHD staff inspected the <br /> site on June 16, 1999 and noted there was no attendant present. It is unknown if the <br /> existing UST are being actively monitored daily as proposed in the closure plan. <br /> Depth to groundwater (DTW) in this area recorded by San Joaquin County Flood <br /> Control (SJCFC) in Fall 1993 was approximately 70 feet below surface grade (bsg). <br /> DTW in this area recorded by SJCFC in Spring 1986 was approximately 35 to 40 feet <br /> bsg. Groundwater flow at several sites in this area is to the south. <br /> One soil sample was taken at 4.5 feet bsg at the product line between the former UST <br /> and the dispenser islands, and eleven soil samples were taken at 4.5 feet bsg at the <br /> dispenser islands on December 6th, 14th, and 22nd of 1994 by Fugro West, Inc. Soil <br /> discoloration and odor in many of the soil samples were recorded by PHS/EHD staff <br /> at the site on December 6, 1994. According to Underground Storage Tank Closure <br /> Report dated April 19, 1995 prepared by Fugro West, Inc, the highest concentrations <br /> reported in the analytical results of the soil samples taken at the dispenser islands were <br /> 22 parts per million (ppm) of Total Petroleum Hydrocarbon as gasoline (TPH-g), <br /> 0.0082 ppm of Benzene, 0.032 ppm of Toluene, 0.027 ppm of Ethyl-Benzene, and 0.45 <br /> ppm of Xylenes (BTEX collectively). Six soil samples were collected at 18.5 feet bsg, <br /> two at 14.5 feet bsg, and three at 21 feet bsg in the former UST excavation. Two soil <br /> samples were collected at 17 feet bsg from the sidewalls of the excavation.
