DESCRIPTION OF FACILITY <br />A. Ownership, Operations, and Location <br />Falcon Energy Associates (facility) is an agricultural biomass <br />processor with the capability of recycling used oil. The <br />facility's hazardous waste operation will be located at 6540 <br />South Austin Road in San Joaquin County, California. <br />Hazardous waste operations start when the facility accepts used <br />oil, as defined in Section 25250.1 of the California Health and <br />Safety (H&S) Code, from local generators. Each incoming used <br />oil load will be analyzed for water content, specific gravity, <br />total halogens, polychlorinated biphenyl (PCB) content, and <br />flashpoint. As a result of the sampling analysis, the facility <br />will determine whether or not the incoming materials can be <br />processed at the plant. <br />When the incoming used oil load is accepted, the waste will be <br />discharged into one of the three storage tanks via a canister <br />filter unit (which includes eight mesh filter media). In the <br />storage tanks, the used oil will be heated to improve flow <br />characteristics and decrease the oil density for oil/water <br />separation. The heated oil will then be discharged to the first <br />of three, 8,000 gallon settling tanks via a preheater and a <br />canister filter unit (which includes 11 mesh filter media). The <br />lighter density lubricants will rise to the top of the settling <br />tank and will be decanted to one of the other two settling <br />tanks. The total residence time for the series of three <br />settling tank decanting processes will be about 40 hours. <br />Wastewater and other sediments will also be extracted from the <br />cone-shaped bottom of every one of the settling tanks to the <br />wastewater coalesced separator which will remove more <br />lubricants. The separated lubricants will be pumped back to one <br />of the storage tanks and the wastewater tested for hazardous <br />constituents. If the wastewater is determined to be <br />nonhazardous, it will flow to a biomass rotary dryer system for <br />evaporation. On the other hand, if the generated wastewater as <br />well as heavy sediments and sludges are determined to be <br />hazardous, they shall be sent to a permitted facility. <br />Wastewater shall not be transported to be stored and blended at <br />Kiesel Corporation located at 4801 Fyler Avenue in St. Louis, <br />Missouri unless a permit is obtained to receive such wastes. <br />-1- <br />
