14 <br />• • <br />The decanted lubricants from the settling tanks will flow <br />through a feedstock heater, evaporation/condensation unit before <br />ending up in the recycled oil storage tanks. Recycled oil must <br />be analyzed to meet the recycled oil criteria as defined in <br />Section 25250 of the H&S Code. Only recycled oil meeting this <br />criteria will be used as a fuel oil to dehumidify the incoming <br />agricultural wastes. The dehumidified agricultural wastes are <br />then processed into biomass briquettes. Any excess recyled oil <br />meeting the recycled oil criteria will be sold as a fuel <br />product. <br />B. Compliance with California Environmental Quality Act (CEQA) <br />The Department of Health Services (Department), Toxic Substances <br />Control Program is issuing this Series A Resource Recovery <br />Facility Permit for a hazardous waste recycling operation in <br />San Joaquin County. An Environmental Impact Report (EIR) has <br />been certified by San Joaquin County in accordance with <br />Article 8 of CEQA. The purpose of an EIR is to inform the <br />public of the significant environmental effects of the project, <br />identify possible ways to minimize significant effects, and <br />identify reasonable alternatives to the project. <br />In accordance with Section 15096 of CEQA, the Department was a <br />responsible agency. As a responsible agency, the Department <br />reviewed the EIR and determined it to be complete, therefore the <br />Department is using this document for compliance with CEQA. <br />II. GENERAL CONDITIONS <br />A. References and Terminology <br />All parts in this permit are <br />items set forth in each part <br />and/or facility in addition <br />preceding and/or following <br />explicitly stated otherwise, <br />this permit shall refer only <br />part. <br />B.
