Data developed for other purposes, and existing <br />published or documented data on the hazardous waste or <br />on waste generated from similar process may supplement <br />the waste analysis plan. <br />5. Samples taken for the purpose of monitoring shall be <br />representative of the monitored activity. <br />6. The owner or operator shall retain records of all <br />monitoring information as part of the operating record <br />until closure of the facility. <br />7. Records of monitoring information shall include: <br />a. The date, exact place, and time of sampling or <br />measurement; <br />b. The individual(s) who performed the sampling or <br />measurements; <br />c. The date(s) analyses were performed; <br />d. The individual(s) who performed the analyses; <br />e. The analytical techniques or methods used; and <br />f. The results of such analyses. <br />8. The owner or operator shall analyze all incoming used <br />oil loads for water content, PCB, specific gravity, <br />total halogens, and flashpoint. <br />9. The owner or operator shall analyze the recycled oil <br />(fuel oil) for heavy metals, PCB, flashpoint, total <br />halogens, and hydrocarbon solvents. <br />10. The owner or operator shall ensure that all recycled <br />oil transported from the facility, or burned in the <br />dryers on site, has been tested and certified as being <br />in compliance with the standards specified in <br />subdivision (c) of Section 25250.1 of the H&S Code. <br />I. Security <br />1. The owner or operator shall prevent the entry of <br />unauthorized persons or livestock onto the active <br />portion of the facility by maintaining the following: <br />a. A fence in good condition or other artificial or <br />natural barrier which completely surrounds (the <br />active portion of) the facility and has gates or <br />other means to control entry; or <br />-20- <br />
