b. A 24-hour. surveillance system which continuously <br />monitors and controls entry to (the active <br />portion of) the facility; or <br />c. The security procedures as described in the <br />approved Operation Plan. <br />2. Signs indicating that the facility, or the hazardous <br />waste area of the facility, contains hazardous waste <br />shall be placed on the perimeter fence at the entrance <br />and at locations where it is anticipated that <br />unauthorized persons may enter the active portion of <br />the facility. <br />Wording of the signs shall be in English, "Caution -- <br />Hazardous Waste Area -- Unauthorized Persons Keep <br />Out", and Spanish, "Cuidado! Zona de Residuous <br />Peligrosos. Prohibida la Entrada a Personas No <br />Authorizadas". Signs shall be legible from a distance <br />of 25 feet. <br />J. Inspections <br />1. The owner or operator shall inspect the facility for <br />malfunctions and deterioration, operator errors, and <br />discharges which may cause or may lead to the release <br />of hazardous waste constituents to the environment or <br />a threat to human health. The owner or operator shall <br />conduct these inspections often enough to identify <br />problems in time to correct them before they harm <br />human health or the environment. <br />2. The owner or operator shall inspect all monitoring <br />equipment, safety and emergency equipment, security <br />devices, and operating ari structural equipment (such <br />as dikes and pumps) that are important to preventing, <br />detecting, or responding to the environmental or human <br />health hazards in accordance with the written <br />inspection schedule in the approved Operation Plan. <br />3. The owner or operator shall test and maintain all <br />safety and emergency equipment (alarm systems, fire <br />protection equipment, spill control equipment, <br />decontamination equipment) as necessary to ensure <br />proper operation in the event of an emergency. <br />4. In accordance with the written inspection schedule in <br />the approved Operation Plan, the owner or operator. <br />shall inspect: <br />a. Discharge and overfilling control equipment, at <br />least once each operating day, to ensure that it <br />is in good working order; <br />-21- <br />
