i <br />hazardous constituents. If the wastewater is <br />determined to be nonhazardous, it may be sent to the <br />on-site biomass rotary dryer for evaporation. If the <br />facility determines that the wastewater is <br />nonhazardous and will be used in the biomass rotary <br />dryer, within 60 days before the start of operation, <br />the facility shall obtain all appropriate permits from <br />the San Joaquin Air Pollution Control District (APCD). <br />If the tested results indicate that the generated <br />wastewater is hazardous, the wastewater shall be <br />transported to another permitted recycler for further <br />treatment or recycling. <br />4. Losses through the system shall not exceed <br />0.05 percent of the total processed load. <br />5. The finished product or recycled oil shall be <br />93.95 percent of the total processed load. <br />6. The facility shall not at any time, blend any material <br />to the processed used oil to achieve recycled oil <br />criteria. Blending is only allowable after achieving <br />the recycled oil criteria. <br />V. COMPLIANCE SCHEDULE <br />A. Prior to operation, the facility shall obtain a permit from <br />the APCD for the atmospheric ventilation discharge. <br />B. The facility shall immediately work with the Collegeville <br />Rural Fire Protection District and San Joaquin County Fire <br />Warden to implement their instructions and/or requests. As <br />a result of this order, within 60 days from the date of <br />this final permit, the facility must submit a complete fire <br />fighting document which is approved and certified by the <br />Collegeville Rural Fire Protection District and the <br />San Joaquin County Fire Warden to the Department. <br />-35- <br />
