Mass Balance <br />The facility shall at all times, be in compliance with <br />environmental mass balance analysis schematic chart as <br />shown in Attachment I, and as described in the following, <br />unless prior approval from the Department is obtained for <br />any changes in the facility's environmental mass balance <br />audit. <br />1. Design capacity of the recycling process shall not <br />exceed a maximum of 600 gallon/hour or a maximum total <br />of 5,250,000 gallon/year as indicated in the Operation <br />Plan and the EIR. There shall not be any changes in <br />the recycling units and/or processes unless obtaining <br />prior approval from the Department. <br />2. Heavy sediments, tank bottoms, and oily sludges <br />produced by the facility shall not exceed 1.0 percent <br />of the total processed load and shall be disposed of <br />only at an approved facility. However, after <br />May 8, 1990, those heavy sediments, tank bottoms, and <br />oily sludges must be in compliance with the <br />Department's treatment standards prior to being <br />disposed of in a Class I land disposal site. <br />3. Generated wastewater shall not exceed 5.0 percent of <br />the total processed load and shall be tested for its <br />-34- <br />
