LLNL Emergency Management Plan <br /> Rev 24 <br /> January 2019 <br /> Emergency Duty Officer(LEDO). The LEDO, who is onsite or on-call at all times,represents <br /> the Laboratory Director. <br /> During normal working hours, an individual from the EMD will respond to the incident scene <br /> and serve as the On-Scene Communicator for communications between the IC and key elements <br /> of the LLNL emergency organization (i.e., EMDO, LEDO, EOC, Department Head of EMD, <br /> etc.). Support to the EOC and IC is provided by various line management organizations at LLNL <br /> (i.e., ES&H, Operations and Business, etc.). <br /> The Laboratory Director and/or designated executive staff gather to monitor the progress of the <br /> emergency and provide business continuity at the Executive Business Coordination Center <br /> (EBCC). A LEDO, if available, is assigned to the EBCC by the Emergency Director(ED) to <br /> serve as liaison with the EOC. <br /> The EOC serves as the Emergency Operations System for LLNL as required by DOE Order <br /> 15 1.1 D as a means of providing centralized collection, validation, analysis, and coordination of <br /> information related to an emergency. <br /> 1.3.1 Comprehensive Emergency Management System <br /> The DOE requires all sites to implement a comprehensive emergency management system that <br /> considers and incorporates in its planning responses to a broad spectrum of hazards and possible <br /> consequences. The extent of emergency planning and preparedness for a particular LLNL <br /> building or facility corresponds to the type and amount of hazards and the potential effects on <br /> workers, the public, the environment and/or national security. The on-scene response and <br /> emergency management support described above comprise a portion of the overall integrated <br /> emergency management system at LLNL. <br /> Resources at LLNL sites from the Alameda County Fire Department (ACFD) and the LLNL <br /> Security Organization provide the first response level for dealing with emergency incidents at <br /> LLNL, and they may be supported by the ES&H Teams, Facilities Management, and Health <br /> Services Department (HSD). If an incident should escalate beyond LLNL's pre-planned initial <br /> response, additional emergency response resources can be obtained through existing local, State, <br /> and Federal agreements. <br /> The emergency preparedness process is reviewed through self-assessment, LLNL assurance <br /> programs, annual exercises/drills,NNSA/LFO oversight, and DOE/NNSA Headquarters (HQ) <br /> review. <br /> The comprehensive emergency management system at LLNL also supports local area emergency <br /> response and mutual aid. This system provides successful working relations, local awareness of <br /> LLNL as a community partner, implementation of the California SEMS, and validation of <br /> LLNL's integrated response capability. <br /> 6 <br />
