LLNL Emergency Management Plan <br /> Rev 24 <br /> January 2019 <br /> 1.3.2 All-Hazards Technical Planning Basis <br /> An all-hazards technical planning basis underpins the concept of operations for LLNL's <br /> comprehensive emergency management system. This planning, prescribed by DOE Order <br /> 15 1.1 D, includes both an Emergency Management Core Program for all facilities, and a more <br /> robust Emergency Management Hazardous Materials Program for high hazard facilities. The <br /> Emergency Management Core Program coordinates and integrates the emergency planning and <br /> preparedness requirements of applicable Federal, State, and local laws, regulations, and <br /> ordinances, and other Orders and standards of performance. As warranted, the Core Program is <br /> expanded to implement additional emergency management requirements of an Emergency <br /> Management Hazardous Materials Program, if hazardous materials pose a major threat to the <br /> health and safety of workers and the public. The All-Hazards Survey and Emergency Planning <br /> Hazards Assessments (EPHAs), if required, are the technical planning basis for the site's <br /> emergency management program. Although the elements comprising both the LLNL Emergency <br /> Management Core Program and the LLNL Emergency Management Hazardous Materials <br /> Program are described throughout this Emergency Plan, the scope and purposes of each are <br /> presented below. <br /> 1.3.2.1 Emergency Management Core Program <br /> Each DOE facility/site is required to establish an Emergency Management Core Program that <br /> provides the framework for response to serious or severe events that involve the health and <br /> safety of workers, the public, the environment, and safeguards and security. These events or <br /> conditions are not unique to DOE/NNSA operations. <br /> The specific requirements that constitute the LLNL Emergency Management Core Program are <br /> the all-hazards emergency planning and preparedness aspects of DOE Order 151.1D, as well as <br /> applicable laws, regulations, and ordinances. <br /> The objective of the Emergency Management Core Program is to achieve an effective integration <br /> of emergency planning and preparedness requirements into an emergency management program <br /> that provides capabilities for comprehensive emergency management through communication, <br /> coordination, and an efficient and effective use of resources. <br /> The LLNL All-Hazards Survey, based on an examination of the features and characteristics of all <br /> LLNL facilities, identifies the generic types of emergency events and conditions and their <br /> potential impacts, as well as key components of the Emergency Management Core Program. For <br /> facilities involved in producing, processing, handling, storing, or transporting hazardous <br /> materials that have the potential to pose a serious threat to workers, the public, or the <br /> environment, the All-Hazards Survey provides a hazardous material screening process for <br /> determining whether further analysis of the hazardous materials in an EPHA is required.
