LLNL Emergency Management Plan <br /> Rev 24 <br /> January 2019 <br /> 2.1.2.2 Emergency Management Stakeholder Advisory Group <br /> The Emergency Management Functional Area Manager (Department Head of EMD) has <br /> established, in accordance with LLNL management policy, a standing Stakeholder Advisory <br /> Group (SAG) associated with the Emergency Management Functional Area. The Emergency <br /> Management SAG is intended to facilitate collaboration among the LLNL programs and support <br /> organizations regarding cross-organizational matters for this Functional Area. The Emergency <br /> Management SAG addresses institutional requirements flow down into implementing <br /> plans/procedures, upcoming contract changes involving new or revised requirements, <br /> implementing policies, cross-cutting implementation issues, performance monitoring, and <br /> recommended program and process improvements. The Emergency Management SAG and other <br /> LLNL Functional Area SAGS serve to integrate Functional Area requirements and processes <br /> across the Laboratory for consistent and effective implementation. <br /> 2.2 Emergency Direction and Control <br /> LEDOs are senior Laboratory managers who have been appointed by the LLNL Director and <br /> have the authority to protect the health and safety of LLNL employees, the public, and the <br /> environment; and to maintain the security of the facility during an emergency. They will assume <br /> the role of ED when the EOC is declared operational. <br /> The LLNL ERO consists of a two-tiered organization, structured to respond to emergencies (see <br /> Figure 2.2). Emergency Management Teams at each level provide command and control of the <br /> emergency response efforts. The IC is in charge of the ICS at the incident scene, and the ED is in <br /> charge of the overall site-wide response efforts and support of the IC.
