LLNL Emergency Management Plan <br /> Rev 24 <br /> January 2019 <br /> 2.2.1 Succession of Authority <br /> When an event requires activation and operation of the EOC, the on-duty LEDO becomes the ED <br /> and the back-up LEDO becomes the Liaison Officer. If the on-duty LEDO does not arrive for <br /> duty in a timely manner, an attempt should be made immediately by emergency management <br /> personnel in the EOC to contact the on-duty LEDO. After initial attempts to contact the on-duty <br /> LEDO are unsuccessful, the back-up LEDO should assume command and task EOC personnel <br /> with contacting another LEDO to fulfill the role of Liaison Officer. In the unlikely event that no <br /> LEDO is available to assume the role of ED, the Emergency Management Coordinator(EMC) <br /> will contact the Director's Office, who will designate and authorize a temporary ED by <br /> providing instruction of his/her responsibilities under this Emergency Plan and associated <br /> plans/procedures. <br /> 2.2.2 General Concept of Operations <br /> • Persons discovering an abnormal event/condition immediately notify either Security, <br /> Fire Dispatch, or their supervisors who, in turn, notify Fire Dispatch or Security. <br /> • The twenty-four-hour notification point for LLNL"911" calls is Fire <br /> Dispatch/ACRECC located at Site 200. Fire Dispatch initiates response by notifying <br /> appropriate onsite emergency resources, typically under the command/control of the <br /> IC. All 911 calls to ACRECC are monitored by Security's Central Alarm Station <br /> (CAS), who dispatches the Protective Force Division(PFD). <br /> • The ACFD Battalion Chief or LLNL SDO will gather information about the incident <br /> and relay it to the EMDO to determine the categorization/classification of the <br /> event/situation. The ACFD or LLNL Security Organization will implement initial <br /> protective actions and, if required,provide protective action recommendations to <br /> appropriate offsite authorities (e.g., Livermore/Pleasanton Fire Department [LPFD], <br /> Livermore Police Department [LPD], Alameda County Sheriff's Office [ACSO], <br /> etc.). <br /> • After the EOC becomes operational, the IC retains responsibility for operational <br /> control of the response at the incident scene and for protecting only what is defined as <br /> the incident scene. Any onsite areas outside of the incident scene fall under the <br /> protection of the ED. The IC and the ED must therefore have a conversation to define <br /> and agree on what falls within the incident scene onsite. This decision should be <br /> briefed to responders at the scene and to the ERO. <br /> • Protection of offsite areas always remains the responsibility of the ACFD or local law <br /> enforcement(i.e., LPD or ACSO). For hazardous material releases, the ACFD has <br /> legal authority and responsibility to take appropriate actions (evacuation, <br /> shelter-in-place, etc.)necessary to protect the public and residents of the county. This <br /> includes the unilateral decision authority to alert the public of a hazardous incident, <br /> restrict or close access of public areas, and/or evacuate an affected area.
