8. Personnel Responsibility <br />The facility operator indicated in Section 1 of this plan is responsible for conducting routine monitoring activities; <br />reporting of alarms, leaks, and equipment problems; and, maintaining UST monitoring records. The BP West Coast <br />Product LLC Environmental Compliance Specialist is responsible for assigning a contractor to perform periodic <br />maintenance and inspections of equipment; arranging and scheduling annual certification, tightness testing, servicing <br />and calibration. <br />9. Record Keeping <br />The Operator specified in Section 1 of this plan is responsible for completing the Environmental Compliance Daily <br />Checklist, which includes in part a Daily Inventory (stick readings), daily inspection of the UST Alarm Log with <br />documentation of Action Taken. The Environmental Compliance Daily Checklist along with all written records of all <br />monitoring, testing, and maintenance performed shall be maintained in the BP West Coast Products LLC, HSSE Retail <br />Facility Records Manual which must be kept on-site for a period of at least three years. These records must be made <br />available, upon request within 36 hours, to the state or local agency. <br />10. Training <br />Personnel responsible for maintaining UST monitoring records (i.e. logs, test reports, equipment service reports, etc.) <br />have been instructed that such records must be maintained in the BP West Coast Products LLC, HSSE Retail Facility <br />Records Manual which must be kept on-site and available for inspection, for a minimum of three years unless the <br />County UST agency has indicated otherwise. <br />Personnel are trained at initial hire and annually by the Operator specified in Section 1 to perform the following tasks: <br />1. Take tank level measurements (Daily Inventory) <br />2. Read dispenser meters <br />3. Inspect equipment <br />4. Recognize warning signs: dispenser hesitations, meter spins and odors <br />5. Manually close dispenser impact valve <br />6. Replace dispenser filters <br />7. Shut down the system by knowing the location of electrical panel breakers, and emergency shutoff switches <br />8. Test the electronic monitor system (UST Alarm Log) <br />9. Respond to alarms, leaks or equipment problems <br />11. Unauthorized Release Response and Reporting Policy <br />Facility personnel are responsible for the initial spill response and notifications to ELITE Customer Solutions Center. <br />ELITE Customer Solutions Center may dispatch an environmental contractor for cleanup and disposal of hazardous <br />waste. Any unauthorized release into the secondary containment of the underground storage tank system will be <br />removed by a BP West Coast Products LLC -designated contractor in accordance with federal, state, and local <br />regulations. Upon notification to BP West Coast Products LLC by the operator of a suspected unauthorized release, a <br />BP West Coast Products LLC representative will verbally notify all pertinent agencies immediately. An operator shall <br />notify the ELITE Customer Solutions Center of any inventory reconciliation that exceeds the allowable variation <br />immediately. <br />12. Facility Procedure for Responding and Reporting an Unauthorized Release <br />1. Determine if release is manageable and safe for on-site personnel to respond. <br />2. Minor Spill (manageable by on-site personnel) <br />• Shut down turbine/pump at emergency shut-off switch or main electrical panel, if applicable. <br />• Place absorbent on spill. Used absorbent will be placed in an approved, labeled, and properly sealed <br />container. Refer to the BP West Coast Products LLC HSSE Retail Facility Programs Manual, Section 510 <br />— Hazardous Waste of the Environmental Procedures for proper handling and disposal instructions. <br />• Immediately report spill to ELITE Customer Solutions Center at 888-778-0763. <br />• Immediately notify Facility Manager. <br />• Immediately notify Franchise Consultant or Facility Supervisor. <br />• Complete the Report of Product Spillage/Loss Form and file behind the Spill/Loss Log tab located in the <br />BP West Coast Products, LLC, HSSE Retail Facility Records Manual. <br />K3 <br />
