Date: May 13, 2019 <br /> RP Mailing Address: 5918 STONERIDGE MALL RD Record ID#: COLLW66CY <br /> Pleasanton, CA 94588- Program Element: 2546 <br /> Spill Location: 6425 N PACIFIC AVE, STOCKTON Release/Spill Response(excluding Joint Team) <br /> NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br /> Approximately 3-4 gallons of unleaded gasoline was released,due to unknown reasons, impacting the concrete pad of a <br /> service station. The release has been stopped and it was cleaned by service station personnel. No waterways were <br /> impacted. <br /> OBSERVATIONS: <br /> Met with Aldo Basurto, Assistant Sales Manager. The spill occurred at the 5/6 dispenser and was cleaned up using <br /> approximately 19 absorbent pads.The waste was put into one black 55 gallon steel drum to be disposed of as hazardous <br /> waste. No fuel was observed at the storm drain nearest to the dispenser or in the 5/6 UDC.The shear valves in the UDC <br /> have been"tripped"to prevent further fuel from leaking. A work order has been placed with Service System Changes to fix <br /> the dispenser. <br /> VIOLATIONS: <br /> • Discharge of any waste, including sewage <br /> (CA Health and Safety Code 5411) <br /> Discharge of waste or sewage to water or within 150 ft. of waterway <br /> (SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br /> • Improper disposal of a hazardous waste <br /> (CA Health and Safety Code 25189.5) <br /> ° Permitting or Maintaining a Nuisance <br /> (SJC Ordinance Code Section 8-5100) <br /> ° Other Violation <br /> CORRECTIVE ACTIONS/ORDER: <br /> • Investigate and abate contamination under the oversite of the appropriate lead agency. <br /> Immediately. <br /> • Submit copies of hazardous waste manifests/disposal records to the EHD. <br /> Submit final dipsosal records to the EHD. <br /> Other Correction <br /> COST RECOVERY: All EHD time associated with this Spill Response is billed to the responsible party at the current hourly <br /> rate.
