WICKLAND OIL COMPANY -2- 18 August 1988 <br /> rather than only in the assumed down gradient <br /> direction; and <br /> 3) When soil contamination has been found at a site and <br /> ground water is less than 50 feet below the surface, a <br /> monitoring well is to be drilled within 10 feet of the <br /> tank pit in the verified down gradient direction. <br /> The information contained in these eight site assessments <br /> confirms that soil/ground water investigations are necessary to <br /> characterize the nature and extent of contamination. Workplans <br /> of these investigations are to be sent to the appropriate Local <br /> Implementing Agency and this Regional Board for review before <br /> additional work is to be performed at the site. We have enclosed <br /> our Triregional Guidelines and Reporting Requirements for Initial <br /> Evaluations and Investigations of Underground Tanks. These <br /> materials provide guidance for the minimum information needed to <br /> meet the reporting requirements for the various investigation <br /> phases. <br /> Following are summaries of our review of the reports and <br /> investigations needed for the sites: <br /> 1) Regal Station 4501 <br /> The Sacramento County Environmental Health <br /> Department confirmed soil and ground water <br /> contamination at this site and referred the <br /> problem to this Regional Board on 15 May <br /> 1987. A Preliminary Report was requested on <br /> 20 July 1987 and received in October 1987 . <br /> Staff of this Regional Board reviewed this <br /> report and made comments and recommendations <br /> which were sent to Mr. Peter Allen, of Walton <br /> Engineering, on 28 April 1988. Walton <br /> Engineering performs engineering work for <br /> Landwick Properties (a Wickland Oil <br /> Company) .We request that these comments and <br /> recommendations be addressed and included in <br /> a Problem Assessment Report (Appendix A, page <br /> A-9) which is to be developed and submitted <br /> to Sacramento County Environmental Health and <br /> this Regional Board by 2 December 1988. <br /> This report should contain the results of the <br /> Preliminary Report and it must describe the <br /> lateral and vertical extent of the problem, <br /> in both scil and ground water. This report <br /> must also propose mitigative and remedial <br /> actions to cleanup the site. <br /> A workplan and time schedule for the <br />
