WICKLAND OIL COMPANY -5- 18 August 1988
Department and this Regional Board by
30 September 1988.
6) Regal Station 4523
Two soil borings were drilled along the
eastern boundary of this site property,
approximately 45 and 120 feet from the
nearest underground storage tank. One soil
sample was collected at 25 feet below the
surface from each boring. Analysis of these
samples reported TPH as gasoline at 170 ppb
and benzene at 53 ppb from one boring (B-1,
located 45 feet east of the tank field) and
no detectable hydrocarbons at the other. Due
to the relatively large distances between the
borings and the tank field, it is highly
probable that substantial soil, and possibly
ground water, contamination has occurred.
Therefore, we are requesting that a Soil
Contamination Workplan (Appendix A, page A-4)
be developed and submitted to the Sacramento
County Environmental Health Department and
this Regional Board by 30 September 1988.
7) Regal Station 4533
The Site Environmental Investigation report
prepared by Delta Environmental Consultants
(16 June 1988) shows that gasoline
contamination of soil and ground water exists
at this site. To further assess the extent
of contamination, Wickland oil Company is
requested to submit a Preliminary Report
(Appendix A, page A-8) to Sacramento County
Environmental Health and this Regional Board
by 26 September 1988. The report is to
include a time schedule for completing and
submitting a Problem Assessment Report
(Appendix A, page A-9) by 5 December 1988.
8) Regal Station #603
The Harding-Lawson Associates report dated
17 June 1988 indicated that, contrary to the
implications made in your cover letter of
8 August 1988, the system at this site failed
a recent precision test. The failure to
notify the San Joaquin Local Health District
and the Regional Water Quality Control Board
of- these results may be a violation of the
underground tank law.
