Charter Way location in'the early 1950's as sales and service
Headquarters for the company. Past uses of the property were agricultural in nature with no
i
improvements. The area now serves both light and heavy commercial users and some industrial uses.
In May of 1988, seven underground storage tanks (USTs) ,?, ere removed from the site. During
removal of the tanks, evidence of soil contamination was discovered and noted. A Phase I
investigation was conducted by Dames&Moore (see Phase I'report appendix A)
In September 1989, a Phase II investigation was done by Bio.'National Corporation in conjunction
with Dames&Moore (see Phase II Report Appendix A).
In January 1991, Waterworks Corporation did a short term stlep drawdown test and a longer term
(4 hr. ) constant rate pump test using well NW6. Low yield, from the contamination zone made
extraction methods impractical. x
' On September 1, 1995, the owner accepted proposals from contractors to over-excavate and
resample the hydrocarbon impacted soils in the areas surrounding the tank removal area. Foothill
Engineering was awarded the contract to do the, proposed woik.
1
