CENTRAL VA* REGIONAL WATER QUALITY CON* bUAKU <br /> INSPECTION REPORT <br /> 30 June 1987 <br /> DISCHARGER : EL DORADO CHEMICAL COMPANY <br /> LOCATION & COUNTY : Stockton, San Joaquin County <br /> CONTACT( S ) : Larry McGowan, Plant Manager <br /> INSPECTION DATE : 27 March 1987 <br /> INSPECTED BY : Bob Fujii <br /> ACCOMPANIED BY : Greg Vaughn, TPCA Unit; Larry McGowan <br /> OBSERVATIONS AND COMMENTS <br /> The purpose of this site visit was to inspect the E1 Dorado <br /> Chemical Co. (EDCC) surface impoundments in order to determine <br /> whether they are subject to the requirements of the Toxics Pits <br /> Cleanup Act (TPCA) . <br /> The EDCC plant is located west of Highway 99, on Bieghle Alley, <br /> just off Charter Way in Stockton. The Stockton plant has been in <br /> operation approximately 10 years manufacturing aircraft cleaners <br /> and paint removers, predominantly under Air Force contract. The <br /> types of chemicals used in the manufacture of their products <br /> include various: emulsifiers, solvents, acids alkaline salts, and <br /> polymers. A specific list of the chemicals utilized by EDCC is <br /> shown on attachment 1. <br /> The waste stream generated from their manufacturing process is <br /> discharged to a steel-lined concrete holding basin. The <br /> wastewater consists mainly of water mixed with the various <br /> chemicals listed above. The Basin is constructed from a 1/4 inch <br /> steel tank which was cut in half and imbedded in concrete. An 18 <br /> inch high concrete wall reinforced with 1/2 inch rebar was placed <br /> around the perimeter of the basin as shown in the pictures on <br /> attachment 2 and the schematic shown on attachment 3 . Analysis <br /> has shown that the contents of the basin are a hazardous waste. <br /> Normally, this would mean that the basin would be subject to <br /> TPCA. However, since the basin meets the structural integrity <br /> requirements (ie. it is considered a tank) , it is not subject to <br /> the requirements of TPCA. <br /> However, since the basin does contain hazardous wastes it is <br /> recommended that the basin be regulated under all other <br /> applicable regulatory _ requirements (ie. Under Ground Tanks, <br /> Subchapter 15, and Porter Cologne) . <br /> Attachments 4 and 5 are the checklists from the Department of <br /> Health Services and the State Board that were completed as a <br /> result of this inspection. <br /> REF <br />
