• •rvr• � r� <br /> MAR 0 3 2011 <br /> ENVIRONMENTAL HEALTH FACT SHEET— <br /> PE IT/SERVICE$ <br /> tatus of nvironm ental Investigation and <br /> Proposed Cleanup Activities <br /> Oxy Chem Site Water Boards <br /> 1904 West Charter Way, Stockton, California, San Joaquin County <br /> March 2011 <br /> Summary <br /> This public notice is being provided to nearby landowners and residents/occupants as well as <br /> other interested parties in the immediate vicinity of the former Oxychem Facility located at 1904 <br /> West Charter Way, Stockton, California as shown in Figure 1. It describes the status of the <br /> environmental investigation and the proposed in-situ cleanup of groundwater using <br /> microbiological remediation, and how you can obtain more information. If you have concerns <br /> about the proposed remediation, please notify Central Valley Water Board staff as listed at the <br /> end of this Fact Sheet by April 4, 2011. <br /> Site Background <br /> The Site is located at the address <br /> 1904 West Charter Way, Stockton, <br /> SITE10Curlo between South Fresno Avenue and <br /> Tillie Lewis Drive, west of the <br /> West Charter Way Interstate 5 freeway. The Site is <br /> currently vacant and planted with <br /> Treatment Area trees. From 1955 to 1993, the <br /> o sco nom facility was used by a number of <br /> a�OXJYA,FSCAlFINMr occupants to store and distribute <br /> agricultural chemicals. Dry and <br /> Figure 1. Vicinity Map and Treatment Area liquid chemicals were stored in <br /> drums, bulk containers, and aboveground and underground storage tanks. The various chemical <br /> storage structures were removed between 1993 and 2002. Contaminants remaining in soil <br /> include nitrate and ammonium, and pollutants found in groundwater include nitrate, ammonium, <br /> 1,2-dichloropropane, dinoseb, and 1,2,3-trichloropropane. <br /> Site Investigation & Remediation <br /> Site investigations and remediation activities have been carried out since 1981. Previous <br /> remedial and investigation activities have included: <br /> • Removal of fuel underground storage tanks in 1986 and 1990; <br /> • Installation of on- and offsite groundwater monitoring wells completed in first- <br /> encountered groundwater and deeper groundwater in 1995; <br /> • Development of an on- and offsite human health risk assessment in 1997 and 2001; <br /> Excavation and treatment of 1,800 cubic yards of pesticide-impacted soil in 2003; <br /> • Planting trees onsite (phytoremediation) to remove contaminants from soil and <br /> groundwater, and to control migration of groundwater beneath the site in 2003. <br />
