In 1993, the <br /> agricultural business ceased at this facility, and Oxychem initiated an investigation into the <br /> extent of soil and groundwater contamination. Oxychem installed about 23 monitoring wells, <br /> excavated, treated, and backfilled about 2,900 tons of contaminated soil, initiated <br /> phytoremediation for treatment of the remaining soil contaminants, complies with the Monitoring <br /> and Reporting Program, and is preparing a feasibility study/remedial options evaluation report <br /> (FS/RO) for groundwater remediation. <br /> In its 26 August and its 3 December 2002 letters, your consultant, Geomatrix, requested that the <br /> Regional Board update the table of Range of Groundwater Cleanup Criteria, a copy of which <br /> was provided in the 26 August letter. An updated Groundwater Cleanup Criteria Table is <br /> attached. <br /> The old criteria table included almost all constituents that had ever been detected at the site. On <br /> the new table, Board staff has removed all constituents that are not constituents of concern due to <br /> infrequent detections and added trichloroethene, since it is found in MW-1. The Analytical <br /> Quantitation Limit column has been updated to reflect current laboratory capabilities, and several <br /> water quality limits are either lower or higher than in the old table. For example, the old criteria <br /> for ammonium was based on a taste and odor threshold of 0.5 mg/1. This has been changed to a <br /> new taste and odor threshold of 1.5 mg/l. <br /> The primary cleanup goal is background water quality, which for most constituents at this site is <br /> the Analytical Quantitation Limit.
