This work plan supplements the low temperature thermal destruction <br /> remediation of soil beneath the former container storage area completed in February <br /> 2002. The Work Plan proposes to remediate soil in the remaining 4.6 acres of the site, <br /> which contain nitrate, ammonium, and organochlorine compounds such as DDT, dieldrin, <br /> chlordane and heptachlor. Organochlorine concentrations range from the detection limit <br /> to 8 mg/kg. Groundwater beneath the site will also benefit from the phytoremediation as <br /> the tree roots will extend to the water table. <br /> The Work Plan proposes to plant hybrid poplars and grasses and irrigate them with <br /> groundwater extracted from the shallow aquifer beneath the facility. hi our 13 February <br /> 2002 telephone conversation,your consultant,Mr. Timothy Souther of Geomatrix, <br /> explained that MW-5 is proposed for the extraction well. According to the Work Plan, <br /> the poplar trees will be drip irrigated for about two years, and the grasses will be sprinkle <br /> irrigated for the duration of the remediation. Since the shallow groundwater contains <br /> bromocil, dinoseb, 1,2-dichloropropane, and 1,2,3-trichloropropane, Waste Discharge <br /> Requirements (WDRs)will need to be adopted by the Regional Board before OCC can <br /> apply shallow groundwater to the phytoremediation field. <br /> OCC must submit a Report of Waste Discharge (ROWD)which characterizes the <br /> groundwater to be applied and describes the proposed project. Once we receive a <br /> complete ROWD, we will draft Tentative WDRs for your review and comment, and <br /> schedule the WDRs for the next available Regional Board meeting.
