Mr. Ken Price - 2 - * 14 February 2002 <br /> • calculations justifying the amount of water to be applied, adjusted seasonally, <br /> • mechanism to regulate amount of water applied, <br /> • monitoring to identify groundwater mounding, <br /> • actions to be taken if mounding is identified, <br /> • monitoring to track pollutant concentrations in soil and groundwater, <br /> • method to identify if pollutants are accumulating in soil, <br /> • actions to be taken if pollutants are accumulating in soil, <br /> • method to determine if pollutants are migrating to groundwater, and <br /> • actions to be taken if pollutants are migrating to groundwater. <br /> The ROWD should be submitted on a Form 200 Application/Report of Waste Discharge <br /> General Information Form for Waste Discharge Requirements or NPDES Permit which <br /> is enclosed. It is also available on our website at http:\\www.swrcb.ca.gov/rwgcb5 in the <br /> `Available Documents' category and `Forms and Permits' subcategory. A fee is required <br /> to be submitted with the ROWD. Based on a Non-Chapter 15 category of WDR and a <br /> level of complexity of 3-13 as described in the enclosed Annual Fee Schedule, the annual <br /> fee is $400. <br /> As I discussed with Mr. Souther, we could possibly have the WDRs prepared for <br /> consideration at the 7 June 2002 Board meeting. The subsequent meeting is scheduled <br /> for 19 July. To meet the 7 June Board meeting, OCC needs to provide the ROWD by <br /> 15 March 2002, and we need to provide you with tentative WDRs by 5 April. <br /> Alternatively, if OCC wishes to implement phytoremediation using uncontaminated water <br /> for irrigation, WDRs will not be required. If you wish to pursue this alternative, you may <br /> notify me by telephone. <br /> Phytoremediation has been successful in reducing nitrogen consituents in soil and <br /> groundwater, and we hope it is successful in stimulating biodegradation of <br /> organochlori compounds as well.
