Proposal No.02-002 <br /> ese II Environmental Site Assessment/StocktooA February 3,2006 <br /> Parcel 163-020-011 (2150 West Charter Way) is occupied by Garton Tractor Inc. (Sperry- <br /> New Holland). This parcel was identified in References 1 through 3 as a historical <br /> underground storage tank (UST) site, which included the removal of USTs in 1987 and <br /> associated 161 cubic yards of contaminated soil. Five groundwater monitoring wells were <br /> installed and the site was formerly closed by the San Joaquin County Environmental Health <br /> Department (SJCEHD) in June 1995 and the wells were destroyed. However, Oxychem is <br /> located at 1904 West Charter Way and is an active LOP site with groundwater contamination, <br /> which may impact the subject site. <br /> • A clarifier and sump exist on APN 163-020-011 and therefore the underlying soil, surface <br /> water and/or groundwater may be impacted. Elevated concentrations of solvents or <br /> petroleum hydrocarbons may be present in the soil underlying the clarifier from the past <br /> discharge operations and leaks from the equipment may be present on the site. <br /> • A floor drain exists in the shop area, which has unknown terminus. The soil underlying the <br /> drain may be impacted by the past discharge activities. <br /> • Parcel APN 163-020-012 (2000 West Charter Way) is occupied by a rental facility known as <br /> Sunstate Equipment Company. Based on the review of the above mentioned references no <br /> adverse environmental factors were found that would adversely impact this parcel. However, <br /> this parcel may have been used for agricultural purposes. <br /> • Since the structures were constructed prior to 1978, therefore, lead based paint (LBP) and <br /> asbestos contained material (ACM)may be present within the structures. <br /> • References 1 through 3 identified three areas of concern: (1) potential presence of <br /> organochloride and metal (arsenic, lead and mercury) pesticides and hydrocarbons within the <br /> surficial soil, 2) potential of groundwater contamination in the area of the former historical <br /> USTs and adjacent Oxychem property; 3) potential presence of solvents or petroleum <br /> hydrocarbons, pesticides and PCBs in the soil underlying the clarifier, sump and floor drain <br /> from the past discharge activity and 4) potential presence of LBP and ACM within the <br /> structures. The purpose of this phase of work will be to evaluate the above concerns. <br /> All personnel who perform environmental work for Phase I and Phase II environmental site <br /> assessments have received the required 40-hour hazardous waste operating procedures <br /> (HAZWOPER) as per 29 Code of Federal Regulations (CFR) 1910.120 and 8 Code California <br /> Regulations (CCR) General Industry Safety Orders (GISO) 5192. <br /> TERRASEARCH, inc.
