t <br /> CENTRAL VALLEY REGIONAL BOARD REQUESTS <br /> {- <br /> FOR SITE CLOSURE <br /> t. <br /> 3 <br /> .:- % <br /> Al- <br /> The <br /> -The Central Valley Underground Tank Program (Program) is implemented to <br /> achieve the objectives discussed in this section using State policies, regulations, and 3 <br /> procedures adopted by the State Water Resources Control Board and the contents of f: <br /> this Basin Plan. To provide consistency in the Program, Regional Board Reporting <br /> Requirements for Underground Tanks have been promulgated and is revised <br /> periodically to accommodate statutory, regulation and policy changes. Appendix A , <br /> prescribes minimum report contents which are to be submitted for review and - <br /> approval. The Requirements streamline the process for investigation and cleanup of <br /> sites to assure the discharger that the remediation system proposed is appropriate for <br /> the site subsurface conditions. Compliance with Regional Board Reporting <br /> Requirements for Underground Tanks is required before a request for closure may be <br /> submitted. <br /> It is recognized that total cleanup of a site is not always possible ("site" includes on- f <br /> and/ or off-site problems resulting from the release of underground tank contents). F' <br /> Closure of a site may be unconditional if the site has been remediated successfully, or' <br /> with conditions that "no further action is required at this time" when total cleanup <br /> can not be achieved. If complete remediation of the site has been achieved, the <br /> discharger can be provided with certification of that site status. To determine that a <br /> "no further action at this time closure" of a site is warranted and that some soil or <br /> ground water contaminants will remain, the discharger may submit a request for <br /> Regional Board review. The request must discuss the site history, existing conditions, <br /> and rationale why the site may be closed with contamination remaining. The <br /> minimum information required :rust be included in a single report discuss the <br /> following: <br /> 1. Distance to production wells for municipal, domestic, agriculture, <br /> industry and other uses within 2000 feet of the site, <br /> 2. Site maps, to scale, of area impacted showing locations of former <br /> and existing tank systems, elevation contours, gradients, and <br /> nearby surface waters, buildings, streets, and subsurface utilities, <br /> i <br /> 3. High and low ground water levels (below ground surface), <br /> A <br /> 4. Tabulated results of all sampling and analyses, <br /> 5. Concentration contours of contaminants found and those <br /> remaining in soil and ground water, both on and off site, <br />
