Harding Way RO#0000282 <br /> Stockton, CA 95204 CUF#: 1714 <br /> Since July 1992, this site has been under the regulatory oversight of San Joaquin County <br /> Environmental Health Department(EHD) Local Oversight Program(LOP)for investigation of an <br /> unauthorized release from USTs containing petroleum products. Recent disapproval of investigative <br /> cost estimates for investigating non-petroleum constituents (solvents) by the State Water Resources <br /> Control Board (SWRCB)Clean Up Fund (CUF)has resulted in a disruption of the ongoing UST <br /> investigation process. <br /> EHD requested the Central Valley Regional Water Quality Control Board (CVRWQCB), in <br /> correspondence dated June 26, 2002, to evaluate this site for entry into their SLIC program for <br /> investigation of both the petroleum and non-petroleum groundwater contamination. <br /> The CVRWQCB-SLIC Unit has notified EHD recently that they will be the oversight agency for both the <br /> petroleum and non-petroleum underground storage tank (UST)contamination. Therefore, EHD is no <br /> longer the 'lead' agency for your investigation and has removed the site from the LOP. <br /> EHD oversight costs were previously invoiced to the SWRCB. Since EHD can no longer invoice the <br /> SWRCB for costs, EHD will be billing you directly for future costs associated with well installations and <br /> destructions. In order to provide permit and inspection services, an account code must be established. <br /> Enclosed is a Master File Record (MFR)form that is required to start a new account. Please complete <br /> and return it to EHD with a check for$267 (3-hour credit @ $89 per hour). This credit will allow EHD <br /> the ability to process well installation and destruction permits and to conduct the required grout <br /> inspections associated with drilling activities. As the 3-hour credit is depleted and additional charges <br /> are accrued, the billing party identified on the MFR will be billed by EHD on a monthly basis. <br /> Thank you for your cooperation over the years and EHD looks forward to your continued responsible <br /> actions in the upcoming investigations.
