REVISED MONITORING AND REPORTING PROGRAM NO. 94-701 - 4 - <br /> GEWEKE LAND DEVELOPMENT AND MARKETING • <br /> SAN JOAQUIN COUNTY <br /> A. Addition of distilled water to soil will require packers to prevent direct migration to <br /> ground water and water level monitoring every day for one week or until an <br /> increase is noted. If an increase in water level is noted, ground water extraction to <br /> control plume movement may be required. <br /> B. Discharge of treated ground water to the subsurface will require Waste Discharge <br /> Requirements, which include a yearly fee, and ground water extraction to control <br /> plume movement. Issuance of WDRs may take up to three months. <br /> 2. Addition of nutrients, such as nitrogen and phosphorus, to the subsurface will require <br /> Waste Discharge Requirements and additional monitoring for nutrients. , <br /> 3. Failure of the inoculated bacteria to show 50% reduction in contaminant concentration in <br /> soil and ground water after one year, by 15 August 1995, will result in implementation of <br /> the Contingency Plan. The Plan will be implemented and operated continuously by 15 <br /> January 1996. An NPDES Permit will be required for discharge of treated ground water to <br /> the storm drain or WDRs if discharge is to the subsurface. <br /> Quarterly reports are required in Section 2652(d) of the Underground Tank Regulations, Chapter IR <br /> 16, Division 3, Title 23, of the California Code of Regulations. Quarterly reports must follow the <br /> format included in the Tri-Regional Recommendations and Appendix A which were made a part of <br /> Cleanup and Abatement Order No. 93-701. <br /> Quarterly reports shall be submitted to the Board by the 20th day of the month following the end <br /> of each calendar quarter until such time that the Executive Officer determines that the reports are <br /> no longer necessary. <br /> Prior to startup of a soil or ground water treatment system, the Dischargers shall supply Board <br /> staff with a ground water monitoring program that will demonstrate the effectiveness of the <br /> ground water treatment system. <br /> The results of any monitoring done more frequently than required at the locations specified in the <br /> Monitoring and Reporting Program shall be reported to the Board.
