Mr. Jeff Warner - 2 - 20 November 1989
Because there are high levels of hydrocarbon contaminants in the monitoring
well located near the dispenser island, and low levels of contamination in the
wells located upgradient from the dispenser island, we must conclude that the
high levels of ground water contamination identified on the Geweke property
originated from discharges at this site.
Although there are other sites in the area which may have contributed to the
contamination, Geweke, as the owner, is responsible to investigate and cleanup
the ground water contamination resulting from discharges at the Geweke site.
We request that Geweke conduct an investigation to determine the full extent
Gr contamination resulting from the discharge of hydrocarbons at this site,
and that Geweke take appropriate remedial action.
Pursuant to California Water Code, Section 13267, we require that Geweke
submit a work plan by 11 December 1989, for completing a Problem Assessment
Report (PAR) , and that Geweke submit the PAR by 30 January 1990. The work
plan should include, but not be limited to, installation of monitoring wells
designed to define the full extent of ground water contamination emanating
from this site. Enclosed for your use is a copy of our reporting requirements
for the PAR.
Failure to provide the requested information by the above dates may initiate
formal enforcement action requiring investigation and cleanup and abatement.
If you have any questions, please call Tom Peltier of our Underground Tank
Unit at (916) 361-5731.
THOMAS R.
