STATE OF CALIFORNIA GEORGE DEUKMEJIAN,Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD-
CENTRAL VALLEY REGION
3201 S STREET Sr "
SACRAMENTO,CALIFORNIA 958167090
PHONE: (916)4 4 5-0270
D ( QT/ O
5 January 1987 JAN ;?Q7
ENVIROMENTAL HEALTH
FERMIT/SERVICES
Mr. Fran Forkas
Water and Wastewater Superintendent
City of Lodi
221 West Pine Street
Lodi , CA 95241-1910
GROUND WATER QUALITY IN LODI, SAN JOAQUIN COUNTY
Thank you for your letter of 19 December 1986. We share your concern for Lodi 's
drinking water supply. As you know, we are working on many ground water
problems in San Joaquin County including several resulting from leaking under-
ground tanks. This is a fairly new program and notification procedures were not
clearly defined. The San Joaquin Local Health District (District) has the lead
for implementation of this program in the county. The Regional Board becomes
involved only after a ground water problem has been confirmed.
With respect to the findings of contaminated ground water at the Geweke Ford
site in Lodi , we apologize that the City was not made aware of the specific
levels of contaminants at an earlier date. We understand that District staff
has discussed various underground tank problem sites during the last year with
you to keep you informed. However, no formal notification took place.
My staff met with the District and the Department of Health Services (DHS) to
better define notification procedures with respect to findings of ground water
contamination. Our standard procedure is that the Board informs the DHS and the
District of new contamination findings as soon as possible. The health agencies
then are responsible for informing water users or purveyors as to the suit-
ability of water for drinking and the need for additional testing to confirm the
initial analysis. We agreed that this procedure will also apply to the under-
ground tank program. In addition, Proposition 65 outlines additional notifica-
tion procedures for the involved agencies. These measures should prevent delays
in reporting in the future.
As you requested, a list of known and potential ground water contamination
sites is enclosed for your information. The District will send you a more
detailed list of underground tank sites with potential ground water problems.
We will keep the City informed on the progress of cleanup of the Geweke Ford
site and on any other site that may impact Lodi 's drinking water supply.
