Chronology - 5 - 17 February 1993
Geweke
Geweke receive a Notice of Violation for failure to submit
quarterly reports and stated that failure to do so by
15 October 1991 may result in a fine. The letter also stated
that only the Executive Officer could change the monitoring
program, soil remediation must be addressed, an additional
down gradient well was necessary to define the plume,
additional aquifer testing may be delayed until they are
certain they plan to reinject ground water, and the FRP must
be submitted by 2 December 1991 .
21 Oct 91 During a telephone conversation between Board and County
staffs, it was agreed that it would be OK to change the FRP
due date to 2 January 1991 .
23 Oct 91 Geweke submitted a quarterly ground water monitoring report
prepared by PES.
28 Oct 91 County staff issued a Notice of Violation to Geweke for
failure to submit quarterly reports and required an additional
downgradient well . They also stated that modification of the
monitoring program must come from the Executive Officer, and
that a soil remediation proposal "should" be addressed in the
FRP which must be submitted by 2 January 1992.
5 Nov 91 During a telephone conversation between PES and Board staffs,
modifications to the monitoring program, the lack of
detectable hydrocarbons in the downgradient well , and the need
for a new downgradient well were discussed.
3 Dec 91 During a telephone conversation, Board staff informed PES
staff that a new Monitoring and Reporting Program would be
issued by next week and that a new down gradient well would
not be required at this time because the existing downgradient
wells were currently uncontaminated.
6 Dec 91 During a telephone conversation, County staff informed Board
staff that PES was no longer the consultant for the site.
They changed consultants due to the 3-bid requirement to apply
for a grant under SB2004.
16 Dec 91 Quarterly report submitted by a new consultant, Sun Tech.
18 Dec 91 Monitoring and Reporting Program No. 90-702 was issued to
Geweke, modifying the requirements of the C&A.
2 Jan 92 A "Final Remedial Action Work Plan" was submitted by a second
. new consultant, Geological Audit Services (GAS) . Board staff
reviewed the report as if it were an FRP.
