Each of the ASTs is located within a secondary <br /> containment feature that is equipped with an emergency vent, and spill containment with a <br /> sump, an internal drain, positive pressure seals, and valves. The internal drain is plumbed to <br /> the oil-water separator, which has a storage capacity of about 30,520 gallons. The valves are j <br /> kept in a `closed" position. <br /> The ASTs contents, secondary containment feature(s), location, and dispensing mechanisms <br /> are outlined as follows: <br /> • 20,000-gallon AST: This AST provides diesel fuel for locomotives being inspected and <br /> serviced within the Facility. The AST is connected through above ground/overhead <br /> piping to fuel dispensing pumps and nozzles within the service and inspection building <br /> within the Facility. The AST is located within a concrete secondary containment <br /> structure and is located near southeastern exterior corner of the maintenance building <br /> within the Facility. The fill port, electrical pumps, and emergency shut-off valve are also <br /> located within the secondary containment structure. An electronic tank monitoring <br /> system is located adjacent to the fill port. A sump and drain equipped with a valve are <br /> located within the secondary containment of the ASTs. The drains are plumbed to the <br /> oil/water separator. <br /> • 2,000-gallon ASTs (2): These ASTs are used to store locomotive engine oil. The <br /> southern AST contains locomotive engine waste oil derived from the activities completed <br /> within the maintenance building. Waste oil is plumbed into this AST through above- <br /> ground piping from the individual service bays. The northern AST contains locomotive <br /> engine oil and is supplied to the individual service bays within the maintenance building <br /> through above-ground piping. These ASTs are located within a fenced enclosure that is <br /> part of the maintenance building and located along the southern half of the eastern <br /> exterior wall. Each AST is supported on an elevated metal grate on concrete slap <br /> surrounding by a concrete containment sump. The ASTs have specific ports located <br /> along the southern exterior wall of the maintenance building that are used to filliremove <br /> oil from the ASTs. Each of these ports has an associated electronic tank monitoring <br /> 1 ! <br />
