Tracy, California In conjunction with our on-site investigation, ARCO has requested that
EMCON perform an off-site environmental investigation at nearby properties. This letter is to request
authorization for EMCON and our subcontractors to drill three borings and install three vapor
extraction wells on your property, Parcel No. 24, of the San Joaquin County Assessors map, page 10
of Book 209; the parcel is at the intersection of Interstate Route 580 and Patterson Pass Road,
California which is south of ARCO Service Station No. 6100. The environmental investigation we
propose to conduct on your property will provide data on the condition of soil south of the ARCO
station and comply with San Joaquin County Public Health Services requirements that hydrocarbons in
soil be delineated.
We have enclosed ARCO's License Agreement and the following three figures:
• Figure I - Area Site Plan showing approximate location of the vapor extraction wells
EMCON proposes to install on your property
• Figure 2 - Schematic Well Design showing the construction of a typical vapor
extraction well installed by EMCON for projects throughout California
• Figure 3 - Cross-section of the Vapor Extraction System Trench
The vapor extraction wells will be drilled using a truck-mounted drill rig with 8- to 10-inch-diameter
augers. A 4-inch-diameter polyvinyl chloride casing will be installed in the boring. For safety and
security reasons, the top of the casing will be fitted with a locking cap and an ahrrninurn cover with
specially designed fasteners. The aluminum cover will be set approximately 2 feet above surrounding
grade and painted a bright color for visibility.
Each boring will take approximately 3 hours to drill, and each vapor extraction well will take
approximately 4 hours to install. We anticipate the work will be completed in approximately 2 days.
Two subcontractor personnel will operate the drill rig, and a geologist from EMCON will be present
SAGPJP0805 818051520.1 BM-941pa+:l
