The completed applications and a check in the amount of$120, for
the ATC are presented in Appendix A.
The soil and groundwater investigation studies conducted at the site indicate that the
vadose zone beneath the site is impacted with petroleum hydrocarbon constituents.
Stratus prepared and submitted a Corrective Action Plan (CAP, dated July 1, 2003) to
San Joaquin County Public Health Services (SJCPHS) proposing to use Soil. Vapor
Extraction (SVE) and Abatement system to mitigate the subsurface petroleum
hydrocarbon impact. Based on the concentration and distribution of petroleum
hydrocarbons in the subsurface and radius of influence observed during a vapor
extraction feasibility test conducted at the site, Stratus proposed to use two 200-scfm
vapor extraction units to mitigate the subsurface petroleum hydrocarbon impact. The
CAP was subsequently approved by SJCPHS in a letter dated August 27, 2003.
Stratus proposes to use two skid-mounted, King, Buck/Hasstech, 200 scfm catalytic
oxidizers to abate the extracted soil vapors before discharging into the atmosphere. The
SVE systems will be operated 24 hours a day, 7 days a week, and 52 weeks a year,
beginning October 2003.
P:\Bp-Arco for URS\6100\Correspondence\Arco 6100 ATC applicatimAm
