SJVAPCD September 12,2003
Authority to Construct/Permit to Operate
Page 2
SOIL VAPOR EXTRACTION AND ABATEMENT
The King, Buck/Hasstech, 200 scfm catalytic oxidizer units incorporate a 7.5 hp blower
each (rated at 200 scfm maximum @ 4" Hg) to extract petroleum laden soil vapors from
wells VW-1, VW-3, VW-4, VW-6, VW-7, VW-8, VW-11, VW-12, VW-13, VW-14,
VW-16, and MW-2 through MW-9 (Figure 2). The proposed oxidizer units have similar
configuration with exceptions of electrical requirements and manufacturer of blower.
The oxidizer with serial number 9230 operates under single phase electrical requirements
with a Tuthill blower while the other oxidizer with serial number 9321 operates under
three-phase electrical requirements with a Sutorbilt 4M blower. The SVE systems will be
operated under catalytic mode to treat the soil vapors prior to discharge to the
atmosphere. A process flow diagram illustrating the operation of these two units is
presented in Figure 3. Equipment specifications are presented in Appendix B. Pertinent
equipment specifications for both the units are listed below:
Parameter Oxidizer with Sl. No. 9230 Oxidizer with SI. During the test, influent total petroleum
hydrocarbons as gasoline (TPHG) concentrations ranged from 130,000 milligrams per
cubic meter (mg/m3) to 160,000 mg/m3' A radius of influence of 35 feet was estimated
during this test.
PABA-Arco for URS\6100\C=espondwce\Arco 6100 ATC appticationAm
