UST Unit 2
DATE: 15 December 2009 SIGNATURE:
SUBJECT. UST CASE CLOSURE, ARCO STATION 00760, 225 SOUTH CHEROKEE
LANE, LODI, SAN JOAQUIN COUNTY(CASE # 390330).
Site Background
Former ARCO Station #0760 (Site) is currently a vacant used car dealership and auto
repair/smog testing shop, and is located on the northeast corner of South Cherokee Lane and
East Oak Street in Lodi, San Joaquin County (Attachment 1). Atlantic Richfield Company
(ARCO, a BP affiliate), operated the service station prior to 1988 until 2002, when the Site was
sold to the current owners Gulpreet Dhatt and Kuldeep Dhatt of Lodi, CA.
There are two underground storage tank (UST) cases associated with this Site:
• Case #1, a first generation of USTs removed between 1988 and 1991, and closed by
the San Joaquin County Environmental Health Department (SJCEHD) with Regional
Board concurrence in 1997. Case #1 did not include analysis for the fuel additive
1,2-dichloroethane (1,2-DCA), and
• Case #2, a second generation of USTs removed in 2002 with groundwater monitoring
to December 2008, which does include the 1,2-DCA analysis.
Case #1: One 550-gallon waste oil UST was removed in September 1988. Subsequently, two
6,000-gallon and one 8,000-gallon gasoline USTs, one 550—gallon and one 400-gallon waste
oil USTs were removed in June 1991 and July 1991. Approximately 300 cubic yards of soil
was disposed offsite at an unnamed location. Maximum soil confirmation concentrations were
total petroleum hydrocarbons as gasoline (TPHg), 5,700 mg/kg; TPH as diesel (TPHd),
560 milligrams per kilogram (mg/kg); TPH as oil and grease (TPHmo), 1,600 mg/kg; benzene,
5.4 mg/kg; toluene, 7.5 mg/kg; ethylbenzene, 54 mg/kg; and xylenes, 410 mg/kg After the
1991 USTs removal, four new gasoline USTs were installed in the gasoline tank pit and the
ARCO station continued operations. Eight soil borings (B-1 through B-8) were advanced
between May 1990 and January 1991 . Maximum soil concentrations were TPHg,
5,500 mg/kg; TPHd, 4,300 mg/kg; TPHmo; 303 mg/kg; toluene, 20 mg/kg; ethylbenzene, 34
mg/kg; and xylenes, 110 mg/kg.
