A blank Employee Training Plan was uploaded as part of the <br /> Consolidated Emergency Response/Contingency Plan template and has not been completed . Training programs for <br /> all employees and annual training, including refresher courses, shall include safety procedures for the event of a <br /> release or threatened release of a hazardous material, including, but not limited to, familiarity with the facility's <br /> emergency response plans and procedures. These training programs may take into consideration of each <br /> employee. Immediately prepare or update the facility's training program, log into the California Environmental <br /> Reporting System (CERS) at http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the <br /> EHD for approval. <br /> This was corrected on site. <br /> This is a repeat violation, Class II. <br /> 9 HSC 25508(a)(1) Failed to annually review and certify that the business plan is complete, accurate, and up to date. <br /> The business plan information has not been reviewed and resubmitted in the California Environmental Reporting <br /> System (CERS) annually for the years 2017, 2018, and 2019. The hazardous materials inventory shall be submitted <br /> by January 15 of each calendar year and may be submitted beginning November 1 of the previous year. Immediately <br /> log into the CERS at http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to the EHD for <br /> approval. <br /> This was corrected on site. <br /> This is a repeat violation, Class II. <br /> 11 HSC 25505(a)(4) Failed to provide or document initial and/or refresher training to appropriate personnel. <br /> Employee training records were not available at the time of inspection. The business plan shall include provisions for <br /> ensuring that appropriate personnel receive initial and annual refresher training. This training shall be documented <br /> electronically or by hard copy and shall be made available for a minimum of three years. Immediately provide <br /> employee training for appropriate personnel and submit a copy of the training records to the EHD. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, within 30 days of receiving the completed inspection report. <br /> The site map and emergency response and training plans were updated at the time of inspection. The site map <br /> was updated to indicate there are no internal roads and to show the loading areas, and to clearly show a north <br /> indicator.
