Box 2009 <br /> Stockton, CA 95201 <br /> Dear Ms. Reuss: <br /> RE: Soil Contamination Workplan and Soil Remediation Proposal - Tracy Ford Mercury <br /> Dealership 104 West 11th Street, Tracy, CA <br /> This letter report provides a summary of the analytical results of soil samples collected <br /> from beneath the base of a 200 gallon waste oil tank removed in November 1988 from the <br /> Ford garage in Tracy, California. Although the tank was intact at the time of removal, <br /> approximately 100 gallons of waste oil had slowly leaked into the subsurface soils over a <br /> period of three months. The spillage was caused by over-filling the tank. Due to the <br /> relatively small volume of contamination involved at the site, it is the property owner's <br /> intent to simply excavate the contaminated soil and have it removed for off-site disposal <br /> as soon as possible. <br /> It is also our intent however, to comply with the Regional Water Quality Control Board <br /> and San Joaquin County regulations governing leaking underground storage tanks. Since <br /> the Environmental Health Division of the County of Health Department is considered to <br /> be the Local Implementing Agency (LIA) for this project, all workplans and final reports <br /> will be directed to your department in an attempt to achieve a certified closure. <br /> Pursuant to the Tri-Regional Recommendations of the Central Valley Regional Board <br /> Reporting Requirements Document, dated 1 July 1988, two reports are required to provide <br /> information for both the tank owner and the LIA to reach a decision about the site. A <br /> Soil Contamination Workplan (SCW) to address preliminary site information, and a Soil <br /> Remediation Proposal (SRP) to define the problem, and to develop the most effective <br /> remediation procedure for the site. <br /> Since the extent of the contamination is small and the intent of the property owner is the <br /> remediate the site before the seasonal rains begin, we propose that this letter report also <br /> serve as both the SCW and the SRP. <br /> 2252 Fort Point Drive, Gold River, CA 95670 (916) 635-0839 + FAX (916) 852-1411 <br />
