The Ford garage is the generator of the waste-oil and owner of the tank.
Figure 1 is a plot plan of the property showing the location of the tank excavation as well
as nearby businesses, streets and sewer lines. Table 1 summarizes the analytical results of
soil samples collected from the base of the excavation following removal of the 200 gallon
waste oil tank. Complete analytical results are included in Appendix 1.
TABLE 1
Analytical Results - Soil Samples
Parameter Constituents
Benzene 760 ug/kg
Toluene 1,290 ug/kg
Ethylbenzene 540 ug/kg
Xylene 2,000 ug/kg
TPH 42000 mg/kg
The soil samples were collected from a small zone of obvious staining beneath the base
of the former tank at a depth of approximately 11 feet. Subsurface soils are a sandy loam
and with minor lenses of clay and silt. Clean native soil was observed on the walls of the
excavation and at the bottom of the hole adjacent to the tank. Based on the historic use
of the waste oil tank by the dealership, and the normal recycling of the oil from the tank,
it is believed that approximately 100 gallons of waste oil had been leaked to the subsurface
soils over a period of approximately three months. The oil is primarily recent crankcase
oil and contained no PCBs (Appendix 1). The excavation remains open and is dry. The
depth to groundwater in the Tracy area varies from approximately 10 to 20 feet and is
