At the time of <br /> the inspection EHD staff observed the excavated area (the sump had been removed) <br /> and the well casing. A 100-foot measuring tape was placed down the well casing and <br /> the total depth of the well could not be determined, it was thought the well was over 100 <br /> foot deep. When the measuring tape was removed from the well, there was <br /> hydrocarbon odor. Initially, it was thought that the sump had contained some type of <br /> waste and that the well was used for the disposal of the waste. Since ground water is a <br /> source of drinking water, subsurface waste disposal is regulated under the United States <br /> Safe Drinking Water Act. <br /> EHD has implemented a Local Agency Groundwater Protection/Underground Injection <br /> Control (UIC) Program in accordance with guidelines prepared by the United States <br /> Environmental Protection Agency (USEPA). The primary focus of the program is to <br /> protect drinking water by identification and evaluation of subsurface disposal of waste <br /> fluids that may lead to the degradation of drinking water supplies. <br /> The above described well may be a shallow injection well so your facility has been listed <br /> as a possible UIC site. On July 13, 2005, EHD was informed that there was some <br /> information that indicated the cement sump may have been a cistern to provide water to <br /> the steam locomotives. Since excavation activities were continuing which could cause <br /> the well to collapse, EHD required the well be destroyed immediately. On July 15, 2005, <br /> Spectrum Exploration, a licensed well contractor company, destroyed the well under <br /> permit and inspection of EHD. The well was stated to be 80 to 90 foot deep on the EHD <br /> well destruction permit. A water sample was collected from the well prior to the <br /> destruction. The sample was analyzed for Volatile Organics using EPA Method 826013, <br /> Semi-Volatile Organics using EPA Method 8270, Metals using appropriate EPA methods <br /> and Total Petroleum Hydrocarbons (TPH) using EPA Method 8015M. The results of the <br /> water sample analysis showed 4460 ug/I of TPH as diesel, 13.7 ug/I of 1,1- <br /> Dichlorothene, and 13 ug/I of 1,1-Dichloroethane. The maximum contaminant level for <br /> public drinking water is 6 ug/I for 1,1-Dichlorothene and 5 ug/I for 1,1-Dichlorothane. <br />
