PUBLIC HEALTH SERVYCES
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION ` `
Karen Furst, M.D., M.P.H., Health Officer
304 East Weber Avenue,Third Floor• Stockton, CA 95202 oa
209/468-3420 FILE C
PHIL COPPLE
CENTRAL CALIFORNIA TRACTION CO NOV 031999
2201 W WASHINGTON #12
STOCKTON CA 95203
RE: Central California Traction Co SITE CODE: 1536
1645 Cherokee Lane
Stockton CA 95205
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD)
has reviewed the"Final Report-UST Investigation" dated September 1999, that was
prepared by URS Greiner Woodward Clyde (URSGWC) for the above referenced site
and has the following comments.
On August 2-3, 1999 five exploratory soil borings were advanced on site. Soil samples
and one grab groundwater sample were collected. Analytical results from these samples
evidenced significant petroleum hydrocarbon contaminant impact to soil and
groundwater in the area of the former diesel underground storage tank (UST).
Soil boring SBA was advanced through the former diesel tank pit. Total Petroleum
Hydrocarbon as diesel (TPHd) was detected in soil samples from this boring to 40-feet
below surface grade (bsg) at levels ranging from 1,400 parts per million (ppm) to 22,000
ppm. No benzene, toluene or methyl tertiary butyl ether(MTBE)was reported in soil
samples from this boring, but the detection limits used in the analysis were raised above
acceptable limits. The acceptable detection limits for these compounds is 5.0 parts per
billion (ppb) in soil and 0.5 ppb in water.
The report recommends that further investigation of this site is necessary. PHS/EHD
concurs with this recommendation. The lateral extent of the soil contamination has not
been defined to the west of the former UST tank pit area. The vertical and lateral extent
of the groundwater contamination has not been defined. Groundwater monitoring wells
will be required. Please prepare a work plan to address each of these issues and submit
it to PHS/EHD by December 29, 1999.
If you have any questions or comments please call Lori Duncan at (209)468-0337.
Donna Heran, REHS, Director
Environmental Health Division
Lori Duncan, Senior REHS Margar t Lagorio, REHS
Site Mitigation Unit IV Supervisor, Unit IV
cc: Mark List, CVRWQCB
Albert Ridley, URSGWC
A Division of San Joaquin County Health Care Services
