Anderson & Associates, Inc. (NOA) has been retained by Dale Gillespie of Reynolds <br /> Ranch Partners, Inc., to conduct a Phase II Environmental Site Assessment for the property <br /> located at 13371 North Highway 99, west of Highway 99 and south of Harney Lane in Lodi, San <br /> Joaquin County, California. The site is part of a larger development planned for residential and <br /> commercial development. <br /> 1.0 SUMMARY <br /> A Phase I Environmental Site Assessment (Phase I) was previously completed for the subject <br /> property by Kleinfelder of Stockton, California (May 18, 2006). A rural residence (13371 North <br /> Highway 99) is located on the east side of the parcels. A 550-gallon leaded gasoline UST was <br /> located in the vicinity of the residence and was removed in 1993. Jim Thorpe Oil, the removal <br /> contractor, noted that the tank was in good condition, and no odors or soil discoloration were <br /> observed in the excavation. Confirmation sampling was not required during the removal of the <br /> tank, and Kleinfelder recommended in the Phase I that sampling and analysis be conducted to <br /> determine whether past releases took place. <br /> The San Joaquin County Environmental Health Department (EHD) requires a work-plan be <br /> prepared before drilling permits can be issued for environmental investigations. A drilling <br /> permit will be required for the proposed borings near the former underground storage tank. <br /> The work-plan is organized into the following sections: general information, health and safety <br /> plan, soil sampling procedures, proposed time schedule for work, and report preparation. We <br /> understand the investigation may not proceed until after EHD staff approval of the work-plan <br /> and issuance of a drilling permit.
