Mr. Cecchini <br /> .,, Page 2 _ <br /> June 28, 1993 <br /> In July of 1992, the owner, Delta Truck, foreclosed the property to Cecchini, Cecchini & <br /> Giovannoni. These new owners are actively seeking to close the site. They retained ESE <br /> as a consultant to assist with these objectives. <br /> Initial Stockpile Sampling <br /> On August 5, 1992, ESE visited to the subject site to determine the current.status and <br /> characterize the soil. A total of 32 soil samples were collected from the soil at a minimum <br /> depth of one foot into the pile using clean, two by six inch brass tubes. The samples tubes <br /> were immediately capped with teflon tape and plastic caps, sealed with duct tape, labeled, <br /> and transported cold under chain of custody to a state certified analytical laboratory. The <br /> laboratory composited every four samples into one for prior to analysis. The requested soil <br /> analyses were Total Petroleum Hydrocarbons (TPH) as diesel'and TPH as gasoline using <br /> the California DOHS Methods, and BTEX using EPA method 5030/8020. Analyses for <br /> Title 26 metals and a fish bioassay were also completed on two samples. <br /> Analytical results for the composite soil samples analysis indicated nondetectable TPH as <br /> gasoline, and BTEX and TPH as diesel ranging from 24 to 1,900 milligrams per Kilogram <br /> (mg/kg). Title 26 metals were all below Total Threshold Limit Concentrations (TTLQ; <br /> lead was found at a maximum concentration of 4 mg/Kg; and the fish bioassay results <br /> indicated the soil is nontoxic. Based on these analytical results, ESE recommended several <br /> remedial options to the owner. Onsite remediation by enhanced bioremediation methods <br /> was selected. <br /> A workplan for enhanced bioremediation of the stockpiled soil was issued to the San <br /> Joaquin County Environmental Health Department (County) on October 21, 1992. <br /> Addendums were also issued in response to comments by the County on January 21, 1993 <br /> and April 19, 1993. <br /> In October 1992, the stockpile was moved from the former Thomas Yard to an adjacent <br /> fenced area in order to alleviate storm water drainage problems at the site. Figure 1 - Site <br /> Plan shows the current location of the stockpiled soil. <br /> April 1993 Soil Sampling Event <br /> In accordance with a request by the County, additional stockpile sampling was performe <br /> on April 28, 1993. In the presence of Mr. Michael Infurna of the County, the stockpile was <br /> measured and sampled. A grid was established for the purpose of systematic sampling, as <br /> shown on Figure 2 - Stockpiled Plan. Soil was sampled using clean two by six inch brass <br /> tubes.
