Site Background Information: Cherokee Truck Stop <br /> AGE-NC Project No. 97-0312 <br /> Page 4 of 6 <br /> lateral extent of contamination.Based on these soil results,ESE expanded the excavation to the east, <br /> west and south in an attempt to remove as much soil containing potentially hazardous waste as <br /> possible. <br /> In September 1990, ESE installed three ground water monitoring wells in the vicinity of the <br /> excavation (Figure 2) to assess ground water quality and gradient as part of the Hydrologic <br /> Assessment Report(HAR)required by the CVRWQCB under the Toxic Pits Cleanup Act(TPCA). <br /> In October 1990,ESE advanced two additional borings on the south side of the excavation(near the <br /> steam cleaner)and also sampled the sidewalls in this area. The wells and borings were drilled and <br /> sampled according to an approved work plan submitted to the CVRWQCB dated 30 April 1990 <br /> (ESE, 1990a). <br /> A draft copy of the HAR was prepared by ESE and issued to the CVRWQCB on 17 December 1990 <br /> (ESE 1990c);the August through October 1990 investigation data were presented in the draft report. <br /> The HAR concluded that the ground water had not been impacted by the former surface <br /> impoundment and that a landfill was present beneath the impoundment.The HAR also established <br /> the approximate limits of the landfill in the north and south directions based on boring data and the <br /> east and west limits based on aerial photograph data;the report concluded that the landfill apparently <br /> does not extend deeper than 13 to 15 feet below surface grade (bsg). <br /> On 29 April 1991, the CVRWQCB issued a Cleanup and Abatement Order to Delta Truck Sales <br /> (CVRWQCB,199 la).Delta Truck retained Proactive Environmental(Proactive)to respond to these <br /> orders. Delta Truck, Proactive, and the CVRWQCB met on 18 July 1991 to discuss cleanup and <br /> facility closure. Meeting notes were prepared by the CVRWQCB which outlined the regulatory <br /> oversight required to leave waste onsite (CVRWQCB, 1991c). The CVRWQCB set a deadline of <br /> O1 September 1991 for Delta Truck to respond to the cleanup and abatement order. The following <br /> items were to be submitted: <br /> • Remediation and disposal plan for stockpiled wastes and wastes within the impoundment; <br /> and <br /> • Closure plan and Report of Waste Discharge, if wastes are to remain at the facility. <br /> To complete the HAR, the CVRWQCB requested additional monitoring of the ground water to <br /> verify the initial ground water results and to define the lateral extent of the former landfill in the east <br /> and west directions. ESE was retained by Proactive to respond to the HAR addendum request. For <br /> this addendum, ESE drilled five soil borings to estimate the extent of lead and hydrocarbon <br /> contamination from the former landfill and resampled the three onsite monitoring wells.The results <br /> of this 1991 investigation indicated that the ground water was not impacted by the former <br /> Advanced GeoEnvironmental,Inc. <br />
