San Joaquin Local Health District Re: Site/Soi' Re-Excavation Work Plan
March 16, 1989 - Page 2 of 2 3437 Newton Road, Stockton, CA
AApril 20 1989 Revised___ __ _
5. Re-Excavation Steps: At this time we are requesting a resample. Our plan
is to excavate an area approximately 22 feet wide by 41 feet long. Starting
at the north edge of the 2,000 gallon tank excavation and continuing south by
southeast approximately 41 feet toward the northwest corner of the existing
building. Excavate to a depth of 35 to 40 feet. Stockpile the excavated
soil on site on plastic and cover with same, hopefully to remove all contam-
inated soil from, in, and around the excavated area. See drawing "D" for
proposed excavation area and placement of newly excavated soil along with
ramp and ramp soil placement. Drawing "E" shows the side view of the ramp.
i From the bottom of the ramp we will use the excavator to dig to the bottom
of the proposed excavation. Should it be necessary to undermine the northwest
corner of the existing building to retrieve contaminated soil, the building
{ will be shored up to prevent its collapse.
There will be approximately 970 to 1,135 cubic yards of soil excavated,
depending on depth of excavation. See drawing "F" for planned excavation to
35 feet deep and 40 feet deep. We will be prepared to take as many samples
as the SJLHO deems necessary. Weplan to take bottom samples from the exca-
vated area as shown on drawing "D", which also shows proposed sampling locations
of the previously removed stockpiled soil and the proposed newly excavated soil
stockpile area. Newly excavated soil will be sampled at the rate of 2 samples
for every 50 cubic yards. We will test the soil as shown on the attached copy
r of Minimum Verification Lab Analyses (highlighted areas).
Drawing "G" is a side view illustration showing the extent of the torrent
excavation and proposed additional excavation, Drawing"H" shows proposed side-
wall sample locations. Drawing "I" shows the location of the domestic well.
c Upon researching, the well depth is at 196 feet.. Also shownon Drawing"I" is
the septic tank. and leach lines.
Hopefully the sample result levels are low enough to allow aeration of
the excavated soil on site under permits, guidelines, and direction of the
San Joaquin County Air Pollution Department.
If the level of contaminates show too high for aeration, the soil will
be transported to a proper hazardous waste facility for disposal, namely
Kettleman City, or possibly a Class 2 site, such as Forward, Inc. If the
soil is removed from the site, it shall be transported under proper licensure.
Any manifests produced during transfer shall have a copy provided to SJLHD
within 30 days.
6. Timing; Sampling could be scheduled within one week following your review of
this work plan.. Advance inspection notice of at least 48 hours will be given
to SJLHD for resampling inspection. The sample analysis should be ready for
your review within three weeks after they have been taken.
APRKWCES
