Box 8068 <br /> Stockton, CA 95208 <br /> SOIL ASSESSMENT AND EXCAVATION WORK PLAN FOR DELTA TRUCK SALES, INC. , SAN <br /> JOAQUIN COUNTY <br /> On 11 May 1989 we received a work plan proposing removal and sampling of <br /> sludge and soils from the buried surface impoundment at Delta Truck Sales, <br /> Inc. The proposed scope of work should be sufficient to cease discharge of <br /> hazardous wastes to the surface impoundment as defined in the Toxic Pits <br /> Cleanup Act. The following points should be addressed before excavation of <br /> the waste begins: <br /> 1. The criteria that will be used to determine when sufficient soil has <br /> been excavated, and the criteria that will be used to differentiate <br /> between the three soil zones which you expect to encounter during <br /> excavation should be described in the work plan. <br /> 2. The strength of the plastic liner in the storage area may not be <br /> sufficient to isolate the excavated waste from underlying soils in the <br /> storage area. The rubble in the waste may destroy a one layer plastic <br /> liner when placed from a backhoe bucket. The construction of a durable <br /> liner and maintenance of the cover over the waste should be described in <br /> the work plan. <br /> 3. The plan should detail the options for disposal of the three waste piles <br /> generated from the excavation of the fill and waste from the surface <br /> impoundment. Wastes should not be stored on-site into the rainy season. <br /> 4. Modifications to the present steam-cleaning area and associated <br /> wastewater disposal lines should be described. The work plan should <br /> propose measures to prevent liquids from flowing into the proposed <br /> excavation. <br /> 5. Regarding the section titled "Soil Pile Sampling" : Potential remedial <br /> options for the waste piles will be dependent on the concentration of <br /> soluble lead in the waste. This section of the workplan implies that <br /> the total petroleum hydrocarbon content will control the choice of a <br /> remedial measure for the waste. <br />
