Niblack <br /> ACCOMPANIED BY: Ken Smith, Mary Varela <br /> BACKGROUND <br /> A surface impoundment on this site was once used for disposal of steam- <br /> cleaning wastes from the cleaning of truck chassis and parts. The surface <br /> impoundment was found to be subject to the Toxic Pits Control Act (TPCA) . <br /> A Hydrogeological Assessment Report has not been received for this site. <br /> The hazardous wastes remain in the surface impoundment. The impoundment <br /> was buried in April, 1985 under fill generated from sewer line <br /> construction. <br /> A notice of violation (NOV) was sent to Delta Truck Sales on 3 January <br /> 1989 . The NOV set a deadline of 15 March 1989 for the submittal of a <br /> technical report which details the results of the waste removal and the <br /> site investigation proposed in a workplan submitted by Delta Truck Sales <br /> to the Regional Board on 26 April 1988. <br /> I conducted this inspection in order to familiarize myself with the site <br /> and meet the representatives of Delta Truck Sales. This inspection <br /> fulfills the requirement set in Section 25208 . 7 of the TPCA that, "The <br /> regional board shall make at least one inspection per year of all <br /> facilities with surface impoundments, . . . " <br /> MEETING <br /> Ken Smith, Mary Varela, and I discussed several aspects of the proposed <br /> investigation of this site and the regulations affecting Delta Truck Sales. <br /> Mr. Smith indicated that Delta Truck Sales is willing to comply with the <br /> requirements of the TPCA. He said he is working to get financing secured <br /> for the implementation of the workplan for removal of the hazardous waste <br /> in the surface impoundment and completion of the preliminary site <br /> assessment. I said that we are pleased that Delta Truck Sales is working <br /> towards compliance, but we may propose a cleanup and abatement order to the <br /> Board in order to set a formal time schedule for cleanup and site <br /> assessment. Mr. Smith expressed concern for the 15 March 1989 deadline we <br /> set in the NOV for the receipt of the technical report since it will <br />
