I told Mr. Smith and Ms. Varela <br /> to keep us informed of their efforts to comply with the TPCA. <br /> Efforts to obtain financing for this site cleanup and investigation include <br /> discussions with the former owners of the site. According to Mr. Smith, <br /> a former owner is on the current board of directors of Delta Truck Sales. <br /> Mr. Smith did not become the full owner of Delta Truck Sales until 1986. <br /> It appears that other parties are also responsible for the waste disposal <br /> operations to the surface impoundment at this site. At the time Mr. Smith <br /> became full owner of the site, the surface impoundment was buried, and no <br /> longer in use. I requested that a letter be sent to the Board with the <br /> names of the former owners along with the dates when the site transferred <br /> ownership and the dates when the surface impoundment was operated for waste <br /> disposal. <br /> INSPECTION OF SURFACE IMPOUNDMENT <br /> Ms. Varela directed me to the site of the buried surface impoundment. It <br /> is surrounded by a chain link fence. The ground is bare soil except for <br /> dried weeds in places, and is level with the surrounding area. Several <br /> pallets with drums of waste generated by the present steam-cleaning <br /> operation are stored inside the fenced area. The ongoing steam-cleaning <br /> operation is conducted on a concrete pad surrounded on two sides by a short <br /> concrete block wall. The north edge of this paved area is adjacent to the <br /> south edge of the buried impoundment (see attached site plan) , according <br /> to Mr. Smith. Drainage from the paved area is to an oil water separator <br /> built into a pad which extends to the north from the larger paved area. <br /> The wastes drain from the separator to a vault (final separator) buried <br /> above the waste in the surface impoundment. Liquid from the vault flows <br /> to a buried drain field. In order to remove the wastes from the surface <br /> impoundment, extensive modifications will be required to this existing <br /> drainage system. <br /> A gas station with underground storage tanks is present on the Delta Truck <br /> Sales property. The fueling station is several hundred feet southwest of <br /> the buried surface impoundment. <br /> Engineering Geologist <br />
