The purpose of <br /> the investigation was to characterize the wastes. If it was <br /> determined that hazardous constituents were present, then provisions <br /> of the Toxic Pits Cleanup Act (TPCA) would be applicable to the <br /> facility. <br /> INITIAL INVESTIGATION <br /> Three borings were completed and seven samples collected on 27 March <br /> 1987 by J.P. Services, consultant for Delta Truck Sales. The <br /> samples had the consistency of sticky tar. They were analyzed by <br /> Canonie Labs for total metals, PCBs, purgeable halocarbons and total <br /> extractable hydrocarbons (TEH) (substituted for PNAs by the <br /> consultant) . The results indicated there were no PCBs or purgeable <br /> halocarbons at levels of concern. The metals concentrations were <br /> all less than their respective Total Threshold Limit Concentrations <br /> (TTLCs) . TEH ranged from 50 to 3800 mg/kg. For more details on the <br /> results, I refer you to J.P Services summary report dated 12 June <br /> 1987. <br /> The Regional Board's metal results on split samples were initially <br /> reported to be considerably higher than those reported by the <br /> discharger's consultant. One sample reported lead in excess of the <br /> TTLC. After having that sample reanalyzed, the result was a lead <br /> concentration of 780 mg/kg (TTLC=1000 mg/kg) . <br /> Due to the high reported TEH concentrations, Delta Truck Sales had <br /> the two samples with the highest concentrations analyzed for BTX and <br /> PNAs. Results for BTX indicated they were not present at levels of <br /> concern. PNAs were not detected, at detection levels of 100 mg/kg <br /> due to interferences. <br /> On the advice of staff from the Department of Health Services, I <br /> requested a toxicity test in accordance with Section 66696 of the <br /> Health and Safety Code. A sample of the waste oil was taken on 20 <br /> May 1987, and the bioassay results showed no mortality. <br />
