Greg Vaughn -2- 16 September 1987 <br /> FOLLOWUP INVESTIGATION <br /> Due to the significant difference in analytical results for total <br /> metals constituents between the laboratories used by the discharger <br /> and the Regional Board, a second set of split samples were collected <br /> from 2 borings on 15 July 1987. Samples were analyzed for total <br /> metals and soluble metals (using both citric acid and distilled <br /> water extracts) . The purpose for the citric acid extraction was to <br /> determine if soluble concentrations exceeded the Soluble Threshold <br /> Limit Concentration (STLC) value for the constituent. The distilled <br /> water extract was to determine potential impacts to groundwater, <br /> should the impoundment not be classified as hazardous. <br /> Results were submitted in a report dated 11 September 1987 by J.P. <br /> Services. Soluble lead concentrations (citric acid extraction) were <br /> reported to be 27 mg/1 and 28 mg/1 for the two samples, exceeding <br /> the STLC of 5 mg/1. All other results were below regulatory levels. <br /> SUMMARY <br /> Based on the soluble lead concentrations found in two borings taken <br /> 15 July 1987, the buried surface impoundment at Delta Truck Sales is <br /> classified as containing hazardous waste. Therefore, provisions of <br /> the TPCA are applicable at the facility. <br /> PHL;phl <br />
