Greg Vaughn -2- 16 September 1987
FOLLOWUP INVESTIGATION
Due to the significant difference in analytical results for total
metals constituents between the laboratories used by the discharger
and the Regional Board, a second set of split samples were collected
from 2 borings on 15 July 1987. Samples were analyzed for total
metals and soluble metals (using both citric acid and distilled
water extracts) . The purpose for the citric acid extraction was to
determine if soluble concentrations exceeded the Soluble Threshold
Limit Concentration (STLC) value for the constituent. The distilled
water extract was to determine potential impacts to groundwater,
should the impoundment not be classified as hazardous.
Results were submitted in a report dated 11 September 1987 by J.P.
Services. Soluble lead concentrations (citric acid extraction) were
reported to be 27 mg/1 and 28 mg/1 for the two samples, exceeding
the STLC of 5 mg/1. All other results were below regulatory levels.
SUMMARY
Based on the soluble lead concentrations found in two borings taken
15 July 1987, the buried surface impoundment at Delta Truck Sales is
classified as containing hazardous waste. Therefore, provisions of
the TPCA are applicable at the facility.
PHL;phl
