A draft MRP was
transmitted to you on 10 June 2004. Comments on the draft MRP were provided in a 2 June 2004
correspondence prepared by Nolte Associates. Staff has reviewed the comments and made changes
where appropriate. The comments are discussed below:
Influent Monitorine
The comments address the parameters pH, Biochemical Oxygen Demand (BOD), and Total Dissolved
Solids (TDS) stating that requiring monitoring of the parameters is redundant because they are also
measured in the effluent. The logic of monitoring each parameter is discussed below:
The parameter pH was selected because the wastewater stream may be acidic or basic based on the
product being hauled and the chemicals used in the cleaning process. Strongly acidic or basic
wastewater will require more neutralization chemicals to achieve the proper pH for Dissolved Air
Floatation (DAF)treatment. Less frequent monitoring of pH as recommended in the comment letter is
not acceptable because it will not provide characterization of the wastewater quality prior to treatment.
The parameter can be monitored with a hand held instrument so cost is a minor factor and there can be a
significant benefit to having the parameter measured daily so that problems with the treatment system
can be discovered and addressed early.
The parameter TDS:has been broken down into TDS and Inorganic Dissolved Solids (IDS)to allow
determination of the increase of inorganic dissolved solids that result from treatment of the wastewater.
Measurement of TDS and IDS in the influent and effluent will allow determination of the increase of
IDS that results from the treatment process. IDS has been added to the influent monitoring
requirements.
The parameter BOD was selected to allow evaluation of the effectiveness of the wastewater treatment
system.
California Environmental Protection Agency
a Recycled Paper
