Enclosed for your <br /> information is a copy of the summary inspection report. As described therein, staff s inspection <br /> discovered violations of the Waste Discharge Requirements (WDRs) Order No. 98-077. The violations <br /> consist of the following: <br /> • Regional Board staff observed CFL Truck No. 249 discharging wastewater in a cherry orchard on <br /> Arata Road at approximately 10:00 am. As a result of the discharge, the following violations of the <br /> WDRs are noted: <br /> o Discharge of wastewater at areas other than permitted by the WDRs results in wastewater that <br /> is not metered. Discharge Specification No. B.1 limits the wastewater flow to 27,000 gallons <br /> per day. Failing to report the flow is a violation of the Monitoring and Reporting Program <br /> (MRP). <br /> o Discharge Specification No. B.2 states, "Objectionable odors originating at this facility shall no <br /> be perceivable beyond the limits of the land application site." Staff noted an objectionable <br /> odor both at the illegal application area and at the trailer bone yard area(aboveground <br /> tanks/land application area). <br /> o The discharge occurred in an area that is not part of the land application area. Discharge <br /> Specification No. B.4 states, "The wastewater shall be used as described in Findings 4, 5, and <br /> 6." <br /> o Discharge Specification No. B.7 states, "Public contact with wastewater shall be precluded <br /> through such means as fences, signs, and other acceptable alternatives." No means of <br /> preventing public contact was observed and the cherry orchard was occupied with workers <br /> harvesting the crop. <br /> To avoid additional enforcement action, CFP is to take all necessary steps to come into compliance with <br /> its WDRs. In addition, CFP is to comply with the following: <br /> Flow Meter Installation Report <br /> By 10 July 2004 CFL shall submit a Flow Meter Installation Report that describes the installation of a <br /> flow meter accurate enough to determine that all wastewater generated at the trailer wash facility is being <br /> discharged at the land application area.
